The last session of the current Parliament started yesterday with 52.6% quorum. President Ts.Elbegdorj presented at the opening ceremony. Prime Minister is away on his visit to attend the Asian Investment forum to be organized in Hong Kong.
Z.Enkhbold, the speaker of the Parliament opened the spring session where in his speech he provided some highlight on specific topics: We will sell the Tavantolgoi coking coal at global market price.
To achieve this objective Mongolia has to complete the construction of Ukhaa-Khudag-Gashuunsukhait, Tavantolgoi-Sainshand railroads. For the Tavantolgoi coal we need to process and produce natural gas to supply Ulaanbaatar with smokeless fuel along with using the raw material for PP to export to Japan and other markets. The negotiations are underway.
Following the opening ceremony, the party caucus’ meetings and the Standing committee sessions took place.
The third caucus of the Parliament or the DP, MPP and Integrity coalition were scheduled to discuss the draft law on amendments to the Law on Government submitted by the President of Mongolia. The law targets on single position of the MPs and cabinet members where currently some MPs hold Minister’s position. The idea was discussed previously at the Parliament level with no success. And this time President proposed that MPs except Ministers of Legal Affairs, Foreign Affairs and Finance shall not hold position of Minister.
The main opposition MPP expressed their acceptance of the draft law. But for the governing party DP hasn’t yet revealed their official opinion, however was said it supports the concept.
Some MPs made a statement to leave the coalition caucus. If L.Tsog, who currently holds the position of deputy speaker shall leave the coalition, the question of the new appointment was discussed. N.Battsereg, Minister of the Environment, Green Development and Tourism delivered a request to give away his position of the caucus leader as he can’t hold positions of the Minister and MP at the same time. Therefore, MPs are supposed to appoint the new deputy speaker and caucus leader Thursday during the plenary session.
During the spring session 12 draft laws are scheduled to be discussed. And other issues shall be included in the agenda at the proposals to be submitted by the caucuses. The election campaigns are scheduled to start officially on June 11, which means that the last spring session will have a very tight schedule. The agenda of the session as of today includes:
-Implementation of the economic-social development of Mongolia for 2015,
-Approval of the economic-social development of Mongolia for 2017
-2017 budget statement
-budget forecast for 2018-2019
-Parliament resolution draft to approve the 2015 budget performance
-Consolidated financial report of 2015 of the Government of Mongolia and other issues
