INFOMONGOL.MN delivers UB city news to support and instill urban culture. Our column City life will feature development of UB districts. We interviewed our first guest Mr D.Badarsan, Governor of Sukhbaatar district, the heart of UB.
D.Badarsan: working to fulfill our tasks
-The UB life is a non-stop continuous progress, tight schedules for Chancellery to improve the lives of our citizens. Perhaps there are many tasks, assignments to be completed on daily, monthly, quarterly and annual basis. The Sukhbaatar district celebrated its 50th anniversary last year. What are the plans for this year?
-I believe that our district is very specific comparing to other districts as we plan our work based on the public opinions and their ideas. We have established a practice to conduct a public survey every year in November. We are willing to learn our citizens’ dreams and ideas. We want to know what they want, how they see their community in the future. Based on the ideas, proposals of citizens we develop a very detailed plan in compliance with the Law on Budget and other legislation and within Social project development scope. The plan is discussed at the Citizens’ Representative session and gets approved.
It means that we execute ideas of the public.
Along with that we carry out all the routine work. There are indeed many of them, such open days, sports festival and many more which became traditional. Our sports festival shall run in April to October. We have been organizing the sports festival for last two years which creates a good culture for citizens to exercise sports. There is a detailed schedule including all types of sports.
-What are the interesting proposals?
-The most important issue raised by the citizens this year is to increase number of cameras. We have installed cameras in certain areas, and we will spend another MNT 1.3 billion for improve lightening.
The second issue in the wish-list is to create green areas. Indeed, there is a high demand to increase the green area considering the current level of soil pollution as well as for environment decoration and improvement. A lot was done in 2014-2015 which to be continued this year as well. Another special proposal was to extend the existing paved roads. Our district has a lot of marsh area comparing to other districts. Most of ger district areas are in marsh so they want to have paved or gravel roads.
-How about the educational facilities, schools, kindergartens? People say that it is very difficult with educational facilities for children. How about your district comparing to others?
-15 new schools and kindergartens were built in Sukhbaatar district in last few years. 12 of them are commission and the remaining 3 will be commissioned this year. Comparatively, we are very close to resolve educational facility issues, but still there is a need. The main problem we have to resolve on this is the land. If land is available, schools and kindergartens can be built with local funding. Last year, we have constructed two kindergartens with district funding.
-My understand was that the districts lack of funds, financing. So what financial problems do you face?
-We are partnering with our community, specifically with entrepreneurs, small and medium enterprises. As a result, our budget is increasing smoothly. We collect about MNT9 billion in a year and we do achieve the target. As well for this year we drafted our budget and get approved by the Citizens Representative committee and we work hard to achieve our target.
